Home Performance Energy Audits
The Duluth Energy Efficiency Program (DEEP) enables homeowners to get connected with local contractors who can conduct a Home Performance Audit (HPA). The HPA identifies improvements that can be made to reduce energy use in a home. The program can also connect you to qualified contractors who can perform updates to your home. DEEP can also be able to help you find payment options for which you may qualify.
What is an Energy Audit?
- On-line Energy Analysis,currently available through Minnesota Power: A variety of simple to use on-line tools are available allowing you to create a personalized energy summary of your home’s energy use and understand the potential for energy savings.
- Standard Energy Audit: The Standard Audit will give you information on energy saving measures with estimated costs and the savings potential. A state-certified energy auditor will conduct a basic energy assessment of your home and leave you a complete report with all the details, including specific actions you can take to improve your home's energy efficiency.
- Home Performance Audit: The Home Performance audit takes a more thorough look into your home energy saving opportunities, providing a more detailed report for greater potential energy savings. It helps you uncover hidden problems and includes specific suggestions for improvements. This audit includes proven building diagnostic testing including combustion safety testing.The HPA provides all the services of the Standard Energy Audit, plus these additions:
- A blower-door test: Uses calibrated fans and pressure gauges to measure and track airflow and determine the general location of air leaks. An air leakage rating is used to determine the potential for heating savings
- An infrared inspection:Uses an infrared camera to further pinpoint the location of air leaks and moisture problems. This scan will help you develop solutions to attic bypass air leaks, the elimination of ice dams and reduction of overall conditioned air loss and energy consumption.
- A combustion safety test and carbon monoxide (CO) test: Assures your combustion heating and water heating appliances are drafting properly.
- A detailed “Action Plan” providing specifics on key areas to be addressed for energy efficiency improvements including digital thermal images and an action plan checklist. This action plan provides the insulation and air sealing contractor a specific scope of work

- Home Performance Audits can be scheduled by calling the DEEP office at 218-336-1038
- Audits Cost $375 for a home under 4000 square feet. All natural gas and oil customers will be eligible for a $200 audit rebate from Comfort Systems. Minnesota Power offers audit rebates of $100. DEEP will process all audit rebates for participants scheduling their audit through DEEP.

Duluth Economic Impact
- As of 2009, Duluth exported $200 million a year to pay for energy costs. 40% of energy is consumed by buildings. Duluth’s very cold climate, combined with the age of Duluth’s housing stock (50% of homes are more than 80 years old), indicate an opportunity to reduce energy use by weatherizing and air sealing buildings.
- 20-30% energy savings can be achieved through building envelope and mechanical system improvements, thus reducing carbon emissions. DEEP will assist the City of Duluth in reaching its 20% carbon reduction by 2020 and the local utilities in meeting the required Conservation Improvement Program (CIP) 1.5% annual energy use reduction.
